This might be a limitation of my brain. Perhaps it’s a limitation of Windows 2000 (it’s true!!! my old job gave me a free computer… what can i say), or perhaps it’s a limitation of 3 very common Windows text editors.

Honestly, I’ve basically assumed that anyone in their right mind would be using the “universal standard” character set for developing a web(i.e. World Wide Web) application.
